You may have to reverse the things to under stand the things, all those who have answered the question, they have told the actual meaning. They are right, but truely speaking you answer is "Rule of the land, at that perticular region.(It all depends on the local Politician/Goons and other evil elements who over shadow the govt rule and set their own rules. E.g Naxalite/Moist or other fundamentalist holding over the area)
Its all true, Big guns sitting at Ac Office dont have the time to deal with all this untill this matter really becomes the death trap for common poor people .

In a simple way it can be said to be "Indian law that is applicable to all those living on this land (India) irrespective of their nationality".

Law as it applies to Indian citizens in India; the local laws, the state laws and the national laws as it is enforced in each jurisdiction.

For example, liquor is prohibited in state of Gujarat but it's legal in the neighboring state of Maharastra. Now, if you bring liquor to state of Gujarat as an Indian citizen, you could be arrested or fined.

Obey local and national laws as you travel thru the states and local cities. Of courses, the same thing applies if India is replaced by another nation, state and cities.
