short of crawling into the refrigerator, there's no way. Even an excellent AC would have difficulty keeping a house at 60.
Before AC people survived summer's heat by sleeping outside in enclosed porches, on the roof, balcony, fire escape or in the basement where it may be cooler, or just outside somewhere. Granted they didn't get to sleep until after midnight when the air starts to cool.....except in humid locations.
78 degrees isn't hot for inside. If you are truly uncomfortable, you may have a metabolic problem.
If you are so poor you can hardly eat, how come you are on a computer every night asking the same question over and over?

Honey, omg!
I feel you, there is nothing worse that being that hot when there is nothing you can do about it.
Is there anyway you can get a babysitting job and go buy a window fan? There are about 25 dollars, the ones made for windows, the have intake and out-take so you can pull the hot air out.
Other than that-don't let the sunlight in, put foil or a dark paper bag on the windows that face the sun.
At night, get in a cool shower with a thin night-gown on.
Drench your clothes and hair, don't towel off, go straight to bed. Spend the evenings outside.
Can you walk to a mall during the day, or a library, anyplace air conditioned.

Tried opening a window... open ALL the windows! At night, just the second floor ones, for safety.
When I lived in Australia, our house (all the houses) had ceiling fans in every room. I would sleep under a damp sheet with the fan going. You could try the damp sheet without the fan...
And Fluffernut, computers can be had and operated by very poor people. Companies give away slightly old ones constantly, and services are available that provide free internet...

Do you know how much electricity costs? Give Mom a break. My house in Texas is cooled to 81 degrees and I am happy it is not 98 to 104 degrees outside. But this is Texas this year it has rained too much... want to trade rain for heat? You will get used to it you can only stay awake a couple more days.

Water down your roof and that will cool your house.
Hang a pump up personal cooler (mister) on an occilating fan and that will cool you off too.
Good luck
