It depends on whether the music is copyrighted. If it is, you can't legally share or obtain it.
However, some artists (usually not major ones) encourage their music to be shared this way. It gives them exposure and publicity.

I'm think it's illegal, but i know people who use it. some risks include viruses entering your computer when you download music.
