Yes. All kinds of things can happen and you can be born without almost anything. Whether you can survive is another question.

No, but some people with anhidrosis cannot feel pain. They usually die within a short amount of time because they can't learn from pain to deter them from deadly things. They call it CIPA, for congenital insensitivity to pain with anhidrosis.
