cheaper better or quility better?

It really all depends on preference. There are external hard drives out there that will cost you anywhere from $50 to more than $500 depending on how much space you want. Most of them are all equally the same in terms of quality. Most will say "Made in Taiwan" or "Made in Korea". The thing to do is to shop around. There are sites out there that will give you a better bargain than your local electronics store.

Actually, the cheapest and best way to do an external HD is to simply buy a regular hard drive of your choice (brand and capacity, and then obtain an external operating case for it. I bought one at Computer MicroCenter for about $30, and can swap an assortment of conventional 3.5 ATA hard drives in and out at will.

Cheapest best because all external hard drives work alike. The best brand around is Seagate and Western Digital.
