get some topsoil and level these spots out so they don'r flood. plant grass seed and let your neighbors water it for you.

I live a the bottom of a hill and all the rain from up hill runs in my yard so I planted what around here is called monkey grass, or lythirop, not a good speller. It now helps slow the water down. With something like that the neighbors will water anything you plant and will beautify your yard.

If you win the lottery.....you could raise your yard's soil level and force the water back onto his property. He is applying water too quickly for the water to be absorbed. He needs to split the application allowing time for the water to move down before applying more. If you could talk to him and tell him and remind him he's wasting money by having the water run off into your yard. .

Since he probably doen't give a hoot and would be nasty to you (nobody likes to be shown how foolish they are) you could create planned despressions in your hard where the water could collect.......like a minature retention pond. These are actually new to the landscape culture and called Runoff gardens.....tho usually reserved for collecting the runoff from your own roof, not the neighbors'. (You can do a Google search for Runoff gardens for particulars.)
For example:

This may turn out to be an attribute to your yard, not a problem and you can thank your careless neighbor for the opportunity.

Put in some yard drains. I had to do that recently and the water drains into a ditch, it really helped and my grass looks beautiful again.
