i got my tax return the same day i watched a show on the history channel about money, how it works in the US. this is how it works for whant that show said, any fedraly endorsed bank gets any federaly treasurery endorsed moneys signiture it has to cash it for what it says $10 check singed by the us treasureury = $10 dollars. All USA money has the Secretarys of reasurys signiture on IT, so WHY DID I HAVE TO HAVE TO GET A CHECKING ACCOUNT AT COMERCIAL FEDERAL BANK TO CASH A CHECK SIGNED BY THE USA SECRETARY OF THE TREASURURY? tax refund. i had to pay $10 to open the account other wiss i cudent cash the tax refuned.

Yes i talked to the manager in her office, and yes they were federaly endorsed theres a troffy thing that says there federaly insured & endorsed. it was on the cashier COUNTER.

I even pointed out to the manager that it had the treasurers signure on it & saw this show on how money works & read about it.But i think they just whanted to cover there buts & make some $ by haveing me get an account cause of high crime rates in that town. I think it was wrong thoe that i had to get an account im no criminal.Its a real hit in comsumer confedence & Trust.

EXAMPLE "if i started my own country started printing money that has my signiture on it and said that signiture is what makes it money, and you whent to my bank with a check that had my signiture on it and i say no you have to have an account to cash it dosnt it make me look like a lier."

The Signiture Trust system set up 200 years ago is out dated. But we still use it cause not all people will conform to the credit card systems.

The simple answer is that you didn't. It is a refund by the way, not a return. If you wanted to cash the check for cash, then the problem is that there are lot of stolen and fraudulant refund checks and the bank wanted to be able to find you. You could have deposited it to a standard savings or checking account at no cost, although you would have had to wait for it to clear to get some or all of the money, depending on the bank.
There are check cashing services that will do refund checks, but the fee would probably be higher than $10.
And you were probably not in a federal bank.
Go to a credit union near you, open a share account, earn better interest in the future. Deposit your check for free.

According to Bankers On Line, there is NO law requiring banks to cash checks for non-customers and they CAN charge a fee.

I don't believe a word you said. Competition between banks for new accounts is such that most will pay you to open an account. I don't believe any would charge you to open one. There is NO SUCH thing as a Federally endorsed bank. Most are Federally insured, but not endorsed. Every bank I have ever heard of will cash government check without an account, but most charge non-customers a fee to cash ANY check.

Most banks will not cash a government check if you do not have an account there. A friend of mine tried cashing his initial rebate check at 3 different banks (Commerce, Wachovia, Citizens) and they all said no. He finally found a Bank of America branch that did it, with 2 forms of ID.

You said you went to a federal bank. That means you went to a bank that is backed by the US government. Not some independenly owned bank. Which means all checks it gives out are endorsed by the US treasurer.
