Like if you look at countries like Cuba and Jamaica, they're kind of on their uppers.

You waste a ton of money in order to find and recover the treasure, then using electrolysis to get rid of all the rust on the treasure takes years. Treasure hunting makes only a few people decently rich.

y would simple sunken treasure make nations rich??????IF it were a small island with like 100 people maby but a nation like cuba where every 1 will kill any 1 for food. People will not share. Even so sunken treasure is not enough to make a nation rich.

If you look at treasure recoveries, they cost a lot - the containers have broken so pieces have to be gathered individually and while the money is great from a personal point of view, 10 million dollars is not all that much when there are 10 million people in a country.

If the governemts of the countries mentioned amassed seaches for sunken treasures as a government function, they would keep the treasures recovered for their government coffers.

Because sunken treasure is very hard to find and most of it is in open ocean, in international waters, where it belongs to whomever finds it.

Post colonial effects, plus I doubt there is that much sunken treasure.
