Think of it as a corporation with a president and several vice-presidents of divisions. The president has a staff to observe the company as a whole and to support his activities and that is the Executive Office.
Each of the vice-presidents has an office staff to over see what is going on in their division - manufacturing, sales, accounting, purchasing or Buick, Oldsmobile, Chevy, etc.
The VP's (cabinet members) have responsibilities and make reports to the President who has his own (like vetoing bills and being head of state greeting foreign dignitaries)

The President and his cabinet make up the executive branch of the government. The cabinet includes offices such as Secretary of State, Secretary of Defense, Secretary of the Treasury, etc. These people are appointed by the President and work closely with him. Does that clarify it?
