Yes, and are actually _required_ to have this capability in the US under federal wiretap laws for providing lawful intercept (see "CALEA").

Better questions are: do they track, and if so, what do they track?

Usually this would be in the format of log files for troubleshooting, rather than somebody sitting on the other end watching what you do, but it's all possible.

Take a look at some of the spyware out there. Your ISP might be the least of your concerns then. :)
