You let the browser handle it by specifying a codebase attibute inside the tag and a pluginspage attribute inside the tag.

If you want your site to detect the current flash player, you need to alter your publish settings in Flash. It's on the last tab under something like "detect Flash player" options. If you're working from an existant page, there you go, but if you're embedding it, you need to grab the code from the HTML file and input it into the HEAD tags of your HTML page.

Alternatively, you could just code a simple javascript pop-up to come up every time someone hits the page. There's lots of tutorials for this but remember that you're actually hard-coding something rather than making it a detection system.
