According to our popular calender there are 365 days in a normal year and 366 days in a lip year. A week is 7 days. If we divide 365 by 7 it comes out 52 and remainder is 1. That mean for a normal year there are 52.142857 week, and fro a lip year 366/7 = 52.285714 week. As we normally do not speak this much precisely - it is custom to say 52 weeks in a year.
In the past, several times some corrections were made in Julian calender. For that years number of days and therefore number of weeks in a year were different. These were exceptional cases.

1 calendar year = 52 weeks + 1 day (2 days in a leap year)
Why is a week a week? Well a lot of reasons but mainly it coincided with market days (a day when farmers brought their produce to market). This happened on average every 7 days hence the week.
