My ex is calling me and harassing me on the phone by leaving angry messages on my cell and my house phone. I have contacted the phone company and I can't put a block on the phone because he lives in NY and I live in Ca. There is no way to block him. He won't stop calling me and harassing me.
Is there any way to file a harassment charge via a form with the police department? I have two of the phone messages saved on my voicemail for proof. Is that enough proof?
Thank you for any advice you can give me. He is unstable.

Legally, you have the right to tape record interstate phone calls and use them in court without asking his permission or telling him about it. Start taping the phone calls. Take the phone messages and the tape recordings to the police. You can then also use those tapes to sue him for harassment and get a temporary restraining order against him. The TRO is probably what will do the most good as he can then be arrested each and every time he attempts to do this again.

You need to save every single call he makes, note the time and frequency, before you can file charges. If he does this once or twice, he might do the 'i was just pissed off' excuse.
A continuation of threatening calls shows a pattern. Keep copies of the calls, and if you still get nowhere with the police, contact one of probably several women's assistance groups that help battered and abused women, since in a way what he is doing to you is emotional abuse.

Start by taking your evidence to your local police. Follow there instructions. Be sure to get the name of the officer you spoke with. If u get no results, go to the State Attorney with the name of the officer and your evidence. File a restraining order. Phone harassment is a chargeable crime but u must have evidence.

Yup. Just take the messages down to the police department and file a report for each individual message. You'll have to do it 10 or 15 times to truly substantiate it and make anyone actually prosecute, but yes you can stop it.

Oh yeah, if there truly is threatening voice messages, he's screwed. Show it to your local police department and get a restraining order filed.

Get a restraining order asap at your local courthouse. And let them listen to his messages.

GO TO YOUR LOCAL POLICE THEY CAN STOP HIM. THEY WILL DIRECT YOU TO THE COURTS WHO WILL THEN ISSUE A ORDER OF PROTECTION. KEEP THE RECORDINGS AS PROOF. WHY DON'T YOU JUST CHANGE THE NUMBERS?
