no you can't. the red scale you got from the red gyrados is what you need to trade to mr pokemon to get an exp share.

the dragon scale is another item entirely, and is found in mt mortar

No, you give that scale to Mr. Pokemon (i forgot where he is,) to get EXP. Share.
