From the city planning department.
Names for residential streets come from the private engineer who designed the project, but all the others come from the city planning department. Now the city might want to name a street after someone or something, but they are the ones who come up with the names.

all of our streets are names of all foods,country's, towns, famous names,clothes, dreams it all depends on what part of town your in, but the town courtship had alot to do with naming streets now theres a program in schools that our elementary students are naming the streets
