people must be monitered somehow they all have some sort of Teacher or Principal???someone to contact and say WHOA?

There are 'unspoken' rules that guide our behavior in public places however, those rules should be taught to the individual on the homefront. Before parents take their young ones out in public, there should be some 'schooling' of the youngster with regards to how to act, and what to say and not say in public. I remember being taught at a very early age when I go into stores, don't put my hands on anything that I did not intend to buy. I was also taught to look people straight in the eye when I communicated with them. I was taught to firmly shake someone's hand when I greeted them and to smile. I was taught to always speak to people...a custom that still today I honor. There are many rules that are taught about being out in public - I think some people either have not been taught, or do not honor what they have been taught. I know this: when you do something that is considered unacceptable - you will get the 'eye' from someone who recognizes your faux paus. (smile)

It's called "freedom of speech" and it's one of our most critical civil rights. Without it, anyone who disagreed with the majority opinion could be prosecuted and otherwise oppressed. In addition, who is it that decides what's rude? What's rude to you may not be rude to me. If you were to slurp your soup noisily in a restaurant in the US, you'd be considered very rude. In Japan (if I recall correctly), slurping it is considered a compliment.

Policing manners is a very tricky thing to do, and can very easily lead to abuses of power. After all, it's easy to say that someone was rude to you, even if they weren't or were so unintentionally. And then, up above the people who monitor you, there's got to be someone monitoring them, and then someone else monitoring the monitors, etc etc.
