Yes, your cutters can be sharpened.
Use a fine-toothed file and work the file slowly in the same angle the blade was originally sharpened. Be careful to keep the angle steady. Don't work the file too fast and don't fall to the temptation to use a grinder. All that extra friction leads to heat, which will weaken the steel.
Eventually, repeated sharpenings will reduce the size of the blades. You can reach a point where the blades will no longer meet up and the cutters need to be replaced. Odds are you're several sharpenings from this point.

If you have a good quality file, you could probably give them an edge that would last a while. These are hardened steel. Just touch-up the angle that is already on the cutter edges.

You would need a small tooth file and be very careful to file in the right direction on each side...........good luck follow the slant on each side but barely file it....

you can only put an edge back on them if you file them to much they will not make contact and you will not be able to cut anything

Ummm ... strangest question I've seen today. Probably, but I'm lazy. I would most likely just go buy a new pair.
