As long as we provide a subsidy for poverty there will be poverty.
Remember that anytime you subsidize something - you get more of it.

By making people get fixed after they have had 2 kids and are on government assistance to pay for the kids they have. Why should they have more at tax payers expense? Reduce the number of poor people and poverty would decline. There would be more help available if there were less people.
They could also promote self-help programs, like a local community garden to grow food.

Enhance the ability for people in that community to make money. One way is to try to bring business into the community. That is usually done thru tax incentives, grants, and programs. The government needs to make operating a business in that community a good deal for the companies. This will bring in jobs which means that money is coming into the community which can support other businesses.
Increasing taxes on the wealthy will increase the amount of poverty. Lets say there is a businessman with a company and is bringing home 20 million after taxes. Life is good. Lets say that the government then increases taxes so that he is only bringing in 15 million. Does he just shrug his shoulders and go on. No he will either lay people off from his company or increase prices or both so that his take home pay is back to 20 million. Both of those actions will result in more poverty. Taxing the rich does not reduce poverty.

In the so called "Dark Ages", the church was the center of power, education, and government. If you wanted to get answers or a solution, you went to the church. Today the state / government has become the "go-to" source for all our answers. I say all this to say the church does not reduce poverty nor can it. The same is true of the government. No matter what branch of society is deemed to have all the answers in a given point in history, it never is. God set up religion so that people would have a path back to God. God set up government for the orderly progression of culture and society in an imperfect world. When we start looking for answers that do not belong to a given area of life, we come up empty. Poverty is not solved by government, but by productive citizens to create wealth, jobs, and are charitable to their fellow human beings. Government is most of the time a hindrance to this effort.

Government hand outs is why some do not want to do better, because they get it for free. You need to contact your STATE congressman or Reps, see what they can do for that community. Community has to want to help too, if not, then there nothing you can do. Each individual has to do their part, each has to rise up and help them self out of poverty, it can be done, takes determination ,not more government hand outs.

The government needs to attack this from all angles.
The government needs a universal health care system. The price of health care is through the roof and many lower/middle class Americans cannot afford it. With one accident or illness, it can leave some in an seemingly endless hole.
Takes breaks need to be given to those who cannot afford it and ending tax breaks on those who have more than enough.
Education is the key to this all. Students shouldn't be tied to a specific school. If the government let parents choose which schools their child gets to attend it would put more emphasis for the schools to provide a better curriculum. Schools would have to battle with each other to say in business. The best schools would remain while the lesser will be forced to shut down.

Why is it the government's job? THey haven't been successful before and they won't be in the future. War on Poverty my A** . ...just liek War on Drugs.
If you stop the IRS from taxing people- if you stop the millions of dollars being poored into these programs we might be able to establish a free society that has the ability to do such a thing. A society that takes responsibility for ourselves, through volunteerism, church, family and friends.

By letting the community and other private entities handle their own affairs. Government run programs are costly and inefficient. A private entity can do more for the community with less money than the government.

The government serves as a blockade to creating wealth when its too involved in the economy. The best way to solve inequality issues is to give across the board tax cuts to all brackets and encourage job/wealth creation the old fashion way known as hard work and strong academics.

I don't see this as governments role, but there are already plenty of social programs in place to help the poor. Many church and civic groups do their share as well. If I were poor i would want to live in the US. The poor here are rich by world standards.
