Some people can be so rude.
To honestly tell someone what they should and shouldn't wear.
Especially without seeing a picture of the person first.
anyone CAN wear whatever they like.
The question is will they look good in it?
Well.. It honestly depends on your arms.
And how broad your shoulders are.
If your arms are bigger then probably a tube top wouldn't be the most attractive thing to wear, but a halter top could be flattering.
But if you have broad shoulders its vise versa.

Halter top is more flattering.
When a person looks at a tube top, the eyes are directed from side to side. Tube tops are horizontally cut, and as such, they will make a person look wider. On a chubby girl, this is not a flattering look because it accentuates her chubbiness.
A halter top is better because the way it is cut -- with the tie at the back of the neck -- directs the eye from the bottom up. That puts the focus upward to the face, and away from any distracting chubbiness.

A chubby girl can wear whatever she wants, but a tube top might not be the most flattering style. Why not try a cute top with an empire waist line? Or a baby doll top.

It depends on how long your neck is. If u have a short neck tube tops will make it look even shorter. Tube tops also make u look wider than u actually are. Halter tops are probably better.

depends on how chubby, if you have rolls showing, best not to wear , it just looks trashy. the fat on heavier girl showing on their back or the Muffin top that sticks over jeans is just gross. if you have these issues best to wear flattering clothes that cover these areas, don't bring more attention to them. If you don't then try some loose halters with maybe cute Capri's or shorts. also a-frame style clothing will make you thinner.

I would probably go for a bandeau top (see the American Apparel dress linked) or a halter with a nice, knit shrug. Don't wear the shrug too short, though, or it will draw a great deal of attention to the midsection.

chubby girls can wear whatever they want. no guarantee that it will be super sexy, but i'd choose the halter top over the tube top.

yes! absolutly...both look pretty good..as long as theres no fat hanging out from under the top..cuz no one realle wants to see that on anyone!
and if ur arms arent that bad...if they are you can try a mini short sleeved jacket on top
