Amnesty International adopted that as their motto years ago. When I first heard of AI, back in college, I was struck by the beauty and truth of the saying, but it wasn't until I actually joined Amnesty International about five years ago that I bothered to look it up. Every source I found on it said that it is a very old Chinese proverb.
I think it is a beautiful saying, and that just like amost any proverb, it is absolutely true.
(And by the way, "Me love you long time" is hilarious, but it's technically Kubrickese, not even Vietnamese. It's from the movie "Full Metal Jacket".)

1. Real Chinese: ni pu hao = you're no good/ you're bad/ you're not good
