I have had the same problem, try bug and tar remover it worked for me too!! good luck

Bug and Tar remover worked for me - twice. Once they were spray painting a bridge green and the over spray got all over the front of my car. Another time was the yellow paint from the road. B&T is gentle enough to not harm the paint and it softens and removes this stuff. Use a clay bar for anything else that may be on the paint. When done wax it with a good wax.

You could try paint or lacquer thinner but it would probably dull your clear coat. so maybe not a good idea. buffing might also work if that doesn't do it I'm not sure i paint houses not cars hope i could help. I would consider taking it to a professional. It might cost a bit but if its a nice car it will be worth it every one else is saying bug and tar remover and that sounds like it would work i would try that

Bug and Tar remover (with naptha or toululine) will do an excellent job without harming the clear coat on your car. Other solvents will harm your clear coat thusly doing more harm than good

Only thing I ever found that worked was gasoline---clean a small area at a time and rinse with water right away---it will damage your clear coat if left on too long. Try calling the highway dept and ask them what they recommend....that stuff is like iron---think it's epoxy based.

I'll be watching this question as I have tried a dozen different products myself for the same thing but nothing worked.
