What are my rights if i fall because an apartment buildings negligence?

Possible nerve damage. Loss of work because of severe pain. Reason I fell was because they were cleaning the cement stairs and entrances with Tide detergent and a hose and didn't rinse completely so it was extremely slick.

I didn't even make it to the stairs and when I used the rail to try and get up I fell again.

the stairs have rails they expect you to use. please post in legal issues under the government section you may or may not have a case see a lawyer
