Most cheap DVD players are 'region locked'. This means they cannot be made region free by any method at all.

This is one of the reasons why they are cheap...

Use DVDFab Platinum. ~
If you are talking about a player, see whether a ROM firmware update is available online. If you decrypt a DVD with the above program, the region code gets removed.
