Could be normal or could be a bad resistor on the back of the gauge on the dash---should not bounce around too much while steady driving. We use to unplug the sending unit in the tank and plug in a known good sending unit and move the lever up and down at different rates to see how the gauge responded---should react slowly to quick lever position changes. Might be easier to put in an aftermarket gauge from Sun or some other brand---speed or performance shops carry them or just keep track of your fuel economy and calculate how far you can drive with the amount of gas in the tank and never let it get below a quarter tank.

If the movement is pronounced, you need a new gauge. If the movement is minor, it's probably that the gauge is on either the front or the back side of the tank. When you go up a hill (e.g.) the gas level appears to drop, while when you go down, it rises again. On the flat, it remains steady. If the gas gauge moves on the flat, it's faulty.

Don't worry your gas Gage especially in GM cars will move back and forth due to the fact it is on a float in the tank and as you swerve or turn corners the liquid moves and changes the angle of the float sender, your best way to determine the gas in your car is when at a stop.

You dont say how much it moves back and forth, so I'll assume it's just a small amount, which is normal especially when the tank is 1/2 full or less. It is the fuel moving around in the tank as you drive. If it's more than just a small amount, you may have a bad fuel level sending unit.
