Ok so My job is on some back *** road and today I was going down the road and:
There were slow ahead, loose gravel signs in stuff like that.
So I slowed down and next thing you know there is gravel everywhere and a truck spraying tar on the road drove by with a gravel truck following.
Why were they doing this to the road?
I was pretty mad because it got my new car all nasty, tar doesnt come off well, rocks stuck to my tires all being thrown up at my car!
So in my anger, I am wondering why?

that is called a chip seal it is a cheap way of paving...but the road should have been closed to traffic..
call the contractor, and demand they pay to clean your car

They do this for a couple of reasons, but it is to protect the road base from rain water, keep the dust down, give the dirt road a better surface, stop grass and weeds from growing in the road and making the road surface weak. They are trying to give you a better safer roadway. It is a car and exist to move your body from point A to point B, nothing more: so get over it!

You answered your question " tar and gravel" it is a cheap alternative to maintaining less traveled roads ( or your words "back @ss") when the tar drys it will be a hard semi smooth surface that stops erosion until then it will be annoyingly sticky .

They are tar and chipping it to make it harder and to keep the dust down. This helps keep it from developing potholes and makes it look more like pavement. It is a royal pain but I live on a dirt road and they don't do that to ours. Everything is dusty and our road is terrible.

It's called "repaving."
It's the simple process of putting down macadam pavement (invented by a guy named MacAdam).
The hot tar cools around the crushed stone forming a fresh layer of pavement. It's inexpensive and efficient, although, yes, it's messy. Heed the warning signs next time and take a different route to your destination.
Automotive supply store, and even Big-K and Wal-Mart have tar remover solutions in their automotive departments.

well, deary, the reason is because they are trying to fix the "back a** road". tar roads are better, when its dry. they should not have kept the road open when they were putting down the tar.
