Just invite the local Fire Deparment.
(1) It will become a yearly event,
(2) They bring their own booze,
(3) At least two of your neighbors are fire fighters or volunteer fire fighters,
(4) They bring women and go home with different women.
(5) If you have a fire, emergency, need to be rescued, or someone falls into the pool well, they are on the job 24/7

I wouldn't use either. If you want to have a block party, you should already know most of your neighbors. If you have a lot of sex offenders in your neighborhood, then I would suggest the block party to be out. You don't want to put anyone in danger. Just have a house party and invite only the people you know.

hopefully the phone book is to find contacts to invite and the sex offender's list is contacts to avoid.and not the other way around.
