Help! What is “tax lien certificate" and how can you buy a home like that?

recently, my husband has been checking for homes that have been foreclose, but I think that everything is bs. That there are not homes that actually cost $30,000 for a four bedroom house that was build in 2002. Is it true?

Check with a local real estate lawyer. Laws vary.
There may be issues with other mortgages / liens on the property.
Be sure you do an insured title search.
