Is there a time period within a 24 hour period, where the whole world sleeps together? Or when its very early morning in one part of the world and late night/morning in another? The reason why I am asking this, is because I want to know the best time to update my website - i want to update it at a time where people are less likely to be online! If that makes sense... My content is Travel News ...

Thank you!

In a word .. no. Every 15 degrees of rotation of the earth is one hour of time. The best time to update the site would be when it's daylight over the Pacific ocean, because that's the longest stretch of the earth with the smallest population. Find out when it's noon on the International Date Line ... that would be the best time.
