Depends on what type of league it is, most do not, but if they don't you should do those things on your own to try to help you improve on your game, basketball is played year round there so you will have to check to see when it starts up, 15, I believe is the maximum age to join a youth league, but you will have to check with your local ymca to find out for sure.
