I am renting a council property and want to add his name to the tenancy agreement. Will him being incarcerated cause a problem doing this?

You can't add his name to a tenancy agreement without him having to sign the agreement, unless you have power of attorney. Since he cannot sign the agreement while incarcerated, you cannot add his name to the agreement.

It would hurt more than help. Wait till he gets out and finds employment then add him

They may not want him on the lease.
More importantly, why get tied up with a loser?
