I'm going to buck a trend, and say Rock & Roll.
While drugs (whichever kind you happen to enjoy...I like caffeine, wine and nicotine), can be fun, some of them are not so fun, and can kill you.
Sex....is LOTS of fun...but it can result in other things, like kids, std's that stay with you like a bad set of luggage, and sometimes even broken willy's. (Oh boy do I have a story to tell).
So...Rock & Roll is the only choice for the funnest. It can't hurt you, kill you or get your pregnant....hmmmm....unless of course your listening to it while having unprotected sex with Keith Richards and he's doing a line of coke off your butt crack and driving the wrong way down a one-way street.

Sex, definitely. Drugs have too many bad consequences, and not everyone likes rock, including me. But sex is one thing I think everyone enjoys.
