it means that the sentence(spoken or written) isn't logical. It's not grammatically correct. It doesn't follow the pattern of the grammatical units associated with the English Language.

If I say: She tell love her a lot. LOL, well that doesn't make any sense!

Usually this sentence is used when speaking about an action on the part of someone. That action is being questioned by the speaker to be irrational or just not true. To give a horrible example, almost every day in the USA, someone kills his or her spouse and their children. Upon hearing of such an action the sentence"it doesn't make any sense" would apply.
