Ok I made this suggestion to someone before and it worked for them. If someone is staring at look at something and then quickly turn around, smile and wave right at him. It will scare the **** out of him and most likely will stop staring at you.

no but you could throw some nasty glances back his way and hope he gets the hint before you lose it and do throw the stapler.
