Blame former GM Jim Paxson for a lot of poor trades and draft picks... This year's first round pick was traded to Boston for Jiri Welsh who lasted half a season in Cleveland. Boston traded the pick to Phoenix for last year's first round pick which they used to draft Rajon Rondo.
The Cavs also had the rights to Toronto's pick this season because the Raptors made the playoffs, due to the Lamont Murray trade. But they traded the pick to Charlotte for Sasha Pavlovic.
This year's second round pick was traded to Orlando for the Drew Gooden/Anderson Varaejo trade. This might be the last of the outstanding trades of draft picks.
By the way, it seems the Cavs do a better job at picking second round picks than first round picks... Look at 2006 where Shannon Brown did very little but Daniel Gibson became an emerging sidekick for Lebron.

Pacers, Nuggets and Raptors do not have a draft pick too.
Cleveland traded their picks away in the previous trades. Their first round (24th pick) goes to the suns. Their 2nd round (54th pick) goes to Magic.
They also could have the 22nd pick in the first round that is now owned by the Bobcats.
Their 24th picks was because they get Jiri Welsch from Boston, Boston take the pick. Then Boston trade this pick to the suns later.
The 54th pick was because of the trade of Drew Gooden, Anderson Varejo, Hunter. They lost Battie, 2005 secound round pick and this second round pick.
I said they could have the 22nd pick, because Raptors traded this pick to the cavs, for Lamond Murray. However, Cavs traded this pick for Shasa Pavlovic.

It's not definite that Cavs will get the first pick. See what happened with the Nets last year. I'd still root for my team. I mean, imagine how much I've already been through as a Bobcats fan.

One of the picks brought us Drew Gooden the other was a total waste for someone we don't have I think. Hopefully we pick up some talent in free agency.

they made trades without considering the future. that is the mark of a poor gm, only wanting short term improvement but has to sit out on draft day

They are going to pick up one or two seasoned pros during free agency and that will do.
