How can i set up my phone to recieve calls while turned off?

because my phone drains batterys like no other and i dont have voice mail

?? If my phone is off, people can still leave me voicemail...

Foward your number to another number like a land line, then turn your phone off.

you can't... I don't know what phone you have, but I have had many phones and never found that feature...
