It is going to take time and a switch of individual philosophy. Rulers must stop being selfish and power hungry; and, the individuals must change thier culture. The key to development is taking advantage of economies of scale. That means small self-sustaining farms and industries must be replaced. Then outside money will be used for development. Currently outside money is being used to consume, helping feed people cloth people, and unfortunely go in the pockets of rulers to buy cars, palaces and the such. The food and clothing are important to help ease suffering, but it does not help end poverty. Culture must change then outside support must be there.

The biggest difference in rich and poor countries or countries that grow out of poverty (including the USA during the industrial revolution) is the infrastructure around them. This is not just buildings, factories or public works (water, police, welfare), but a basic sense of human, and property rights. According to Maslow’s Hierarchy of Needs, which is a theory of human motivation, the higher needs in this hierarchy only come into focus once all the needs that are lower down in the pyramid are mainly or entirely satisfied. The highest level is usually termed “Growth”, and can only be achieved when the basic needs of food water shelter etc. are met. Then second, security of family and basic health needs are satisfied. Third, there is a strong family and friendship ties. Finally, they have achieved confidence and respect for others. Then they can achieve growth through creativity, problem solving and entrepreneurship. Then, the people of Africa will have a viable, sustainable economy and society.

decent education is the first step. secondly they need stability in their government and the willingness to cooperate with eachother, then you need infrastucture. hospitals, usable roads to get suplies in and out safely, knowledge of crops, and how to farm. they also need the right to defend their land with weopons so people dont steal all their equipment and food.

Is africa really our problem or even the worlds problems. We have our own poor to help and you see how well that goes.

We don't. All we can do is give them aid, not always money. They have figure their own path. We put our nose into everything and screw it up.
