In California - Is there any particular authority to notify? I know I can make noise to disturb them or call the police and landlord. Who else?

Not laughing w/u, they are a huge family with mother father + 2 kids, living above me but have a gazillion relatives coming every other night, partying, kids screaming, renting those kids trampolines, plastic pools etc. The children are the ones who do not stay quiet and bounce balls on the floor etc.

Careful of suggestions on Yahoo Answers. That person above is going to get you all worked up. About "Quiet Enjoyment": Quiet enjoyment means free from harrassment. It has more to do with you being able to relax in your home and free from the management or property owner always bothering you. It has nothing to do with noise.
The best thing you can do is talk to the neighbor and see if there is some sort of compromise you can make. If it is TV noise that is loud then maybe asking them to move it from a certain wall would help or put some type of sound board behind it. If not then talk to the landlord. The landlord may or may not get involved and help you by talking to the other tenant but they don't have to, so be nice when you ask. You want to be seen as the tenant worth fighting for and worth keeping.
On your part you could get a quiet fan that will circulate the air and make your home fresher while at the same time blocking out some background noise. Or a fountain works nice too.
If all else fails call the police. If the police are called out more than once in the same period of time (depends on the city) then the violator gets fined.

Im in New York and here it's basically the same thing. Talk to the neighbors, then the landlord and then the police and if there is a security presence then have security take a report. You have to build and build a case.
Also review your lease. A part of your lease may include something along the lines of "peaceful enjoyment of your home". If it does you may hold the landlord responsible for the rucuss. You may take the landlord to court for the violation of the agreement. The landlord can also proceed with an eviction. It all depends how bad the situation is, how many residents are affected and who is willing to cooperate.

u better call ur landlord, every tenant has a clause in their lease that states they have the right to peace and quietness. demand ur landlord send them a letter so the conditions can improve. if it is persistently loud call the cops for a noise disturbance, get a copy of the police report and make a copy for your landlord.
every person has the right to quietness in our lease it states:
"Tenant will not permit any disturbing noises to be created in the Apartment or elsewhere in the building. This includes playing a musical instrument, television or radio, which can be heard from any adjacent apartment and/or common area"
READ YOUR LEASE to find the appropriate clause. To the person above suggesting a fan to muffle the noise, that's just absurd. no one should have to put up with other peoples loudness and knocking on ur neighbors door might cause confrontation, i have seen it. call the manager or the police to mediate the situation. you cannot be fined for calling the police for a legitimate reason. what an idiot!

I am about to roll off my chair in laughter. I have NEVER seen a lease clause indicating anyone has a right to peace and quiet in their apartment.
Any landlord who would put in such a clause is daft, to say the very least, since landlords are not in control of noise that others make.
Do as the others say, and start with complaints to management first. If they get enough complaints, chances are they will do their best to quiet them down, and if that fails, ask them to find another place to live.
Don't bother calling the police unless their levels of activity and noise qualify as disturbing the peace. If you don't know what that is, check your local statutes for a definition.

I think the police is the only authority that can and/or will do anything about it.
Besides notifying their landlord or getting even, probably not much you can do but move or call the cops. Keep in mind it all depends on the type of noise they are generating too as well as the time of day or night the noise is occurring, how much will be done.

In addition to calling the police, you must ship letters of criticism in your landlord. Get your acquaintances do ship letters as good. Make a papertrail. If adequate humans whinge, probably your landlord will finally do whatever.

you can talk to the neighbors first, but make sure if nothing is done then you contact the landlord or property mngt company, and if this doesnt work, send a CERTIFIED letter of complaint to the land lord or property mngt company, and if nothing again, send a second certified letter to landlord or mngt company, requesting they respond to your complaint with in 10 days.
now, if nothing is done, pick up the phone, call landlord or mngt company and tell them you 3 requests 2 in writing for them to resolve this issue, they may let you out of your lease, or you may be able to break the lease at this point, you will need to look up your californias renters rights online.
requests and complaints sould always be in writing, and by sending certified for $12, you get to be informed when delivered, and who it was signed in by.
in the event you have to go to court, this will help you.

Tell them how you feel, if that doesn't work call in the Police, they will break up the noise and bring back the peace. If that doesn't work throw a stink bomb over the fence.JK
