you can set it up to do so in tools>options>
go to source code/html and choose design or make sure that code view is unchecked

ouch well it is set up to start in the mode where it last was started and saved in so at one time before hand it was started in that mode and saved or saveas in the moode, it occures in most programs an example being photoshop it will give dimentions and rgb or cymk color and dimentions form the last saved project/work and the same with other deisgn programs like video editing, being MS it's also has a defalt setting like with documents to start up as blank ones so its probally a defalt of the settings and may be able to be changed in the program settings for the next time you start up
