Someone very close to me from a third world country had made contact with a man from Czech republic when she was 15. She is now 19 & she believes he is her 'husband' along with his other young wives. Do you guys reckon I have a legal case? how am I to report this to Czech? This man is supposely a regeneration & cosmetic doctor there... I feel so helpless... the dirty old bastard

first you need to make sure he's really a pedophile according to the law in his country... in some country 15 is legal and so you don't have a case.
if the person IS indeed having sex with someone below the legal age of consent in his country, you can always contact the Interpol. however, watch out whose story you pass on, in case you'll be sued for libel.

If you are in the USA, report it to the FBI.
It does not matter the age in his country, but the age in the country of the girl.
