Of course not, do you even have to ask? There is a rule in most states that says something on the order of "There must be a licensed driver over the age of (whatever) in the front seat." The operative term is "licensed driver"--not someone who did have one and perhaps will have one again.
And the reason you want someone who obviously drives poorly enough to lose his own license to teach you his bad habits is what?

You could have a "teacher" sitting in the back seat as long as the full licence holder was beside you.
There is the situation where someone has "lost" their licence for 12 months because of a medical condition - doesn't make him/her a bad driver, but rather one who may have surrendered their licence voluntarily till doc says it is OK to reapply. That person could be a qualified driving instructor even and better qualified to teach than the person in the front passenger seat.

No! The requirement for a driver with a provisional licence is a qualified, licenced driver to accompany them in the vehicle at all times that they are at the steering wheel and the engine is running.

To the best of my knowledge, the person accompanying a provisional license holder must hold a full current driving license, and be able to drive the vehicle at any time.
It does not matter who owns the vehicle, you must be accompanied by a qualified license holder, and able to lawfully drive at that time.

Only when his licence is restored will he be able to supervise a provisional driver.
Provided the reason for lossing the licence was not drugs or drink related.
If it was he may have to be retested himself to obtain his licence back.

no what if the person you are teaching cant drive for some reason e.g too scared because it is a big road or something then you cant take over

don't chance it, if you get stopped by police you will lose your car and maybe both will go to jail He will not ever get his license back and you may never get a chance to get one, plus they can impound your car and sell it If you want to take that risk,it's up you.
