Well he is at war with china at the current, and is being quite brutal. He is also industrialising japan at a lightning fast rate, and has ties to Hitler's Germany. It seems that Hirohito is destined to be a warmonger.

There is little evidence that he plans on attacking the USA, USSR or even invading mainland Australia, but almost certainly is going to annex more of China, and spread down into south-east Asia.
