Did Bush and the congress cave into pressure from Mexico to take in all their rejects?

Maybe Bush and congress are afraid that without all the illegal money being mailed into Mexico from the US that it would bankrupt Mexico what do you think?

It is odd that the Mexican government encourages illegal emigration to the US and the US government seems to encourage illegal immigration from Mexico.

No Mexico has a much better bargaining chip. They are one of our largest suppliers of oil. I think that explains it all.
