since "Rinker" doesn't make an engine, we don't know what to say at this point. if the distributor has points, change the points/condenser. how about spark plugs? changed them in 16 years?? checked your fuel tank for water lately?? hope my sarcasm helps. LOL...best of luck.

try these few simple things.
1)replace the fuel line from the tank to the water separator filter and from there to the fuel pump,use top quality line of at least 3/8id.Fuel line can and does breakdown on the inside and can cause a fuel blockage
2)Also you could have a anti siphon valve that is starting to or is partially stuck.They are inexpensive and should be replaced to insure proper operation.
3)the electric fuel pump is operated with 12 volts that is supplied buy a purple wire running from the oil pressure switch on the block,if the oil pressure switch is beginning to fail,at high rpms it will shut down the pump starving the engine.
4)lastly it may be the fuel pump its self

May try a new fuel filter. Run some carburetor cleaner through it. Then, it may need the carb rebuilt, the float may need replaced or adjusted. All I know off hand. The filter and Cleaner be easy and cheap to try.
Fuel Pump may be going bad too.
