Ever since there have been defense forces, ancient greece, rome etc. The soldiers, warriors, always wore headgear(helmets, etc) to protect their heads. Soldiers needed to salute their superiors, thus they needed to wear something while they were not at war as well and a heavy metal helmet would not be practical.This carried over to modern day military and law enforcement.

Because it is part of the uniform. It is customary for a soldier to uncover when entering a building. I don't think that law enforcement personel follow this same rule.

So the dont get heat stroke! And to keep their head warmer as that is where a large part of body heat escapes. Just a guess!
