I took off the Intel fan on the motherboard and cleaned it with dust cleaner. I also cleaned the power supply with dust cleaner. Then I connected everything back and now my computer will startup for 5-10 seconds and shutdown right when I get passed the BIOS screen and get to the Windows XP waiting screen. Did I screw something up?

If you neglected to replace the thermal paste on the fan and processor, yes you did. The processor is now overheating and shutting down to prevent damage. Look for a product called Arctic Silver. It comes in a small syringe type applicator. Clean both the processor and heat sink first. A paper towel should wipe it off. Place a small drop of this stuff ( and I mean small) on both the processor and at the point of contact on the underside of the heat sink, and rub it until it covers the whole area of contact. Then place the fan back on the processor.

If you had fried the processor you would not even be booting up, let alone getting to your XP splash screen. Just replace the thermal paste and if there is a hardware monitor in your BIOS, check it after you add the paste and make sure the processor is not too hot. Temps vary from proc. to proc. and heat sink to heat sink. If it's a P-4 2.4 - 3.0 Ghz. you should be around 100 - 110 give or take a few degrees. If it's a newer Core 2 duo it should be in around 85 degrees or so.

OK, so if the computer is actually shutting down, like turning off completely after a few seconds and you just took the processor heatsink off, then I would guess the thermal paste between the heatsink and processor is no longer efficient. Now I am assuming you didn't put new grease on when you put the heatsink back on, in which case the grease or paste that was there is degraded, some of it missing from removing the heatsink and there for is not transferring heat from the processor which in turn is causing the processor to over heat enough to make the machine power off. In this case, remove the heatsink again as well as the processor clean the grease/ paste off both with isopropyl alcohol reapply new grease (a lot) to the top of the processor and place the fan back on. Give it a minute or two to set before turning it on and voila! hopefully that is all it was.

If the machine is just rebooting after a few seconds, you still could have the grease issue but it is more likely an image problem in which case you will probably have to reimage with the O/S disk that came with your computer.

may be you should put the heat sink gel before you put the fan.

another way is repair your os using the xp cd. i know it's nothing to do with the fan or power supply, but i experienced it before and it works. you should try this one.

If you didn't proberly ground the computer or yourdelf then you very well could have.
