You are right, it sounds like your fish may have a swim bladder problem. The frayed fins and missing part of the tail for could be from harassment from the other fish since yours is sick, or could be from fin rot as a secondary infection to the swim bladder infection.

I would suggest you treat the entire tank of fish with Furanace or Furan-2 if that's available to your. If not, treat with Maracyn TC for this internal infection. A would also suggest you use a medicated food for the fish that is made to treat bacteria infections. That's available at the pet store too.

If your fish is still eating and you can start treatment right away, there is a chance you can save it, best of luck, I hope things work out well.

Possibly the fish has internal bacterial infection. Treat with antibiotic for gram-negative bacteria, such as Maracyn-Two or Tetracycline.
As for the ragged fins, if none of the other fish are nipping at the fish, there may possibly be fin and tail rot. Treat with a broad-spectrum antibiotic, such as Erythromycin or Neomycin.
If however the ends of the fins seem like jelly as well, you may be dealing with fin fungus, it may be from water change use some Fungus Guard.

As for the swim bladder, it sounds like it. This is a very serious problem. Most often the guppy may experience this problem either by bad water conditions or from mating. The internal swim bladder is injured and results are the inability to coordinate swimming and may possibly show upside-down swimming habits. How you can treat it is check water for ammonia and nitrIte levels. Change water according to test results. Treat with Mardel's Maracyn-two or a broad-spectrum antiobiotic.

'Swim bladder' itself isn't a medical condition, it's part of the fish that enables it to control its buoyancy. Swim bladder diseases can, however, affect this which could be why your fish is at a strange angle and is not moving around.

It does not necessarily mean that your fish will die, you can treat your fish for this.

My fish is 14 years old and has had such problems on and off throughout her life, so there is a chance that your fish will pull through. Anti-internal bacteria treatments bought from pet shops can help such problems also. Good luck with him.

ok to me it sounds like one of your other fish attacted him. That would explain the fin prob. and if it was attact its swim blatter could have been messed up in the fight ( I have had that happen with one of my sharks before.). There is not too much you can do to fix the swim blater.
when the things that 'MM' said was not working. I have herd of some people trying to fix it by using one of those needle syringes so they could suck some air out/in. It worked but I dont recomend it because you have to know right were the swim blater is to do this.....

You can try to take it out and put it in som shallow water. that may also help.....
