I've had a look at some of the other answers, and they are correct as to grounding but some are a bit off-base in the way to do it.
Static -the jump of electricity between you and the computer- is avoided whenever you and the computer have exactly the SAME amount of electricity "in you." And thus, touching some metal part of the computer that is NOT an electronic part itself will do the job. A good place to touch is the power supply case -a clean, unpainted meatl surface. The case may NOT be so good if it has a coating -usually paint- that might prevent actual contact with metal.
However, the moment you step away from the computer, maybe to grab a tool or a part, the static can start to build up again. And so, with each occasion of taking your hands off, you must touch metal again to equal everything out.
And that is why some technicians wear an "anti-static bracelet" that has a metal disc that rests against your flesh. The disc is attached to a wire, and the wire has a metal clip on the other end to attach to the frame of the computer. Now, you're in constant contact. The wire is coiled like a phone cord, so it will expand as you move around.
Another control is an anti-static mat that you stand on when you're working on the computer.
How serious is the problem? Hard to say. If it is a dry winter day, and you walk across a wool carpet to work on the PC, and the first thing you touch is an electrically fragile component, that static spark may be delivering a few thousand volts. That could be a problem.
Better safe than sorry: if it concerns you, get a bracelet (or make one -just tape a wire to you and to metal on the computer).

There are simple little devices called GROUND STRAPS/ These can be purchased or you can make one they simply attach to your wrist or your shoe to disapate any static electricity. These simple devices will enable you to work on your computer and will act as a safety to keep you from cooking internal components on your computer.

Well, if i had heard right, your supposed to keep the computer pluged in, but not on when working on it and then touch the side paneling of it and that gets you grounded.

it is called grounding your self. All you have to do is touch somthing metal, such as the outer caseing.
