I use to her some rumas that there are some creatures in the ocean which have the head and arms like for humans, but without legs. I think you guys understand what I mean, there are some pictures as well for this creatures. Is it true?

No, they doesn't. But good grammar does exist. Verbs agree with nouns. You should have asked: DO Aqua people exist? Actually, there's no such expression as "Aqua people."
I believe you're talking about mermaids. They are mythological.

Do you know the meaning of aqua as water? How can you call it aqua when it is a kind of mankind? You believe on mere stories from the barber shop but you don't believe the bible, how is that.

aqua people don't exist, that's ridiculous. however, crab people (people who are half crab, half human and live underground) are totally real
