You may need to do a repair installation of Windows. What's happened is that the drivers, supplied by Microsoft, have somehow become corrupted. I've had to do the the same thing on a niece's laptop recently, as she was unable to install the drivers for a new webcam she's had.
This is safe to do. You won't lose any of the data that's currently installed on your hard drive.

does it have a yellow exclamation mark in device manager???
you will have to delete the registry values for the ROM
