The only thing I can think of if a Hard disk does not spin and has power applied is that the bearing is locked up usually due to overheating.In this event a new hard drive would be needed. If you are speaking of a car then use some lubricant like WD-40 and tap them with a hammer or buy a car with antilock brakes. as chidomin said, breaking a hard disk is pretty easy. Just use a big hammer on it. If you were talking about brakes, the only disc brakes I know of are on my car.

Perhaps you are asking about your vehicle or Computer?
Hard-disk dont have any breaks to apply.
But, if you want to break a Hard-disk, it is so simple.
Find out the hard-disk (ask your computer friend, if you couldn't), take it out, pick a big hammer and smash it.
Now you've got the Hard disk broken.

wrong cat. hard disc is not releasing its breaks is for cars. not for computers.
